 CCNZ Canterbury Branch Chairman’s Annual Report for AGM 2016

Welcome Members to the 2016 AGM.

I am happy  to report the Canterbury branch has had another very strong year. We have  reduced the number of people on the committee  from the last AGM and this has been effective.

 I thank the executive council  for their hard work during the year , they have done a good job for you the members. I would also like to thank James Craw for his work on the National Executive Committee .From what I hear James is not afraid to say his piece and represents you well.

A particular focus of this year’s sub committees of which there are now 8, was to maintain and grow the relationship with local bodies. Regular meetings have occurred with NZTA ,CCC and all the district councils have been visited by committee members. This has enabled us to obtain information of future workload for members and discuss any suggested improvements by both parties. This information is put in our bi monthly newsletter ,which Karlyn has been doing a great job of. We will also focus on working more closely with ECan over the next twelve months.

The Social Committee has had good enthusiasm  from Nic and Dan organising functions for members. They have (at times) exercised diligent management of the sponsor’s bar tab .Thanks to the associates who have supported these evenings .

The branch has maintained a strong membership attracting several new members, however this was offset by the resignation of several smaller contractors and some associates who started out with the earthquake.

 Branch finances are strong with a $27,900 surplus recorded for the year most of which was generated from the awards evening . As you will see from the Balance Sheet Canterbury Branch now has in excess of $231K in cash reserves.

It has been a buoyant year, however the completion of SCIRT work, the slowing dairy market and the decreasing volume of earthquake repair work will affect most of our members. The commercial market remains stable but is extremely competitive. The larger roading projects are well underway feeding work to different levels of the market.

Although the Market is tightening at an alarming rate there are still significant opportunities available in the region. NZTA highway projects will have many subcontracting opportunities for members of all sizes and the Christchurch City Council will maintain a steady works programme when some design work is completed as well as the major cycle way’s project and ongoing works in the CBD.

Contractors will need to carefully evaluate their company structure, financial position, cost control and strategy as they navigate the shrinking market as the rebuild work will continue to diminish with time. The slowing market will increase the risk of bad debtors and increased competition for work will place further pressure on margins. Suicide pricing is not the way forward.

The major highlight of the year was again the Contractor of the Year Awards which attracted over 500 people. It was fantastic to see increased competition for awards and an extremely high quality of work was observed. Congratulations to Blakely Construction and McConnell Dowell for achieving national honours at the CCNZ conference. Last year also saw the completion of the first stage of the Central Plains Irrigation Scheme which was the recipient of several regional awards.

The introduction of the new health and Safety legislation was a significant event with the committee placing a strong emphasis on assisting members understand and transition into the new regime with several workshops. At times these social evening / workshops have sometimes been poorly attended. These events are put on for you the members to provide benefit and value for being a member.

The social committee has done a great job this year in organising regular monthly events .Please support them. At times it feels like they are trying to “herd cats” getting people to come along .   

A concern for many members is the lack of a centralised prequalification system with many different private and public bodies using several different prequal systems. This is effectively doubling up compliance cost and workload and is a significant concern as it is difficult for SMEs to keep up with the requirements and cost of maintaining these qualifications not to mention frustrating.

The latest example of this is ISNET ,in my opinion a complete disaster .We need to do more to encourage Local bodies and Government to get ONE effective system to avoid the massive expensive double ups that are happening at present .
